The problem is that Graphviz has a lot of dependencies. This is where the graphviz-build-utilities tool from the Graphviz repository comes in. This tool is used to download all missing dependencies for the Windows build. I can provide a Windows binary only if the graphviz-build-utilities tool is available on the Windows machine.
There are two possible ways to build Graphviz on Windows: the preferred way is to use the MSVC Visual Studio (or just Cygwin) provided Makefile to build the source code. I also provide an executable that builds the Windows version of Graphviz.
Additionally, you can use the executable to create a command-line version of Graphviz by running graphviz_cmd.exe. This executable requires the Windows CMD shell to work, so you will need to have it on your path.
